PERMANENT STATUS
SKILLED WORKER
The province of Quebec, under the Canada-Quebec Accord,
selects candidates wishing to settle within its territory
and shares jurisdiction with regard to the immigration
policy with the federal government.
To be accepted as a skilled worker and to obtain a
Quebec Certificate of Selection, the official immigration
document, the applicant must meet a different set of
requirements worked out by the Quebec government relating
to age, education, work experience, French language
and ties to Quebec. The main requirement to skilled
workers intending to apply to Quebec is their intention
to live in the province of Quebec.
Applicants must satisfy one of the three immigration
programs:
1. Assured Job Program
To be assessed under this program the applicant must
receive an official job offer from a Quebec employer
who has to demonstrate that he/she was not able to recruit
a citizen or landed immigrant to fill the position
2. Occupations in Demand Program
The applicant’s occupation and work experience
must be included on the List of Occupations in Demand
3. Employability and Occupational Mobility
Program
The applicant and his/her spouse must have an employability
and occupational mobility profile that enables him/her
to readily adapt to the Quebec labour market. To be
accepted the applicant must receive at least 65 points
(70 points if an applicant is married). The applicant
with a six-month work experience or internship can be
assessed under this program.

| In addition to the training and employment
requirements, the assessment of the immigration
application takes into account such factors as
age, knowledge of French and English languages,
number and age of children, financial capability
to establish economically in Quebec and a personal
adaptability factor.
Once the applicant successfully passes an interview
by obtaining required points or receives an interview
waiver he/she will be granted the Quebec Certificate
of Selection and will be checked by the Canadian
government with regard to health and security
criteria.
